what is the framework of this project?

A two-year joint implementation by the Palestinian Ministry of Local Government (MLG) and the United Nations Development Programme - Programme of Assistance to the Palestinian People (UNDP/PAPP);
Funded by the Global Environmental Facility (GEF);
Part of a regional initiative involving the Republic of Lebanon and the Palestinian Authority, energy codes and guidelines for construction in the region

What is the objective, how can it be achieved?

The project wants to contribute to a measurable reduction in energy consumption in the building sector locally. The project will also bring about a global benefit for the mitigation of climate change by reducing emissions of greenhouse gases into the atmosphere.

Under this objective, the project strives to identify barriers for the adoption of energy-efficient measures and application of such technology in the building sector. The project wants to find strategies to remove such barriers, and to exchange knowledge and experience among the stakeholders in the Palestinian Authorities, and across the borders with neighboring countries.

What activities are carried out under this initiative?

The projects strategy includes the following activities:

  1. Conduct surveys as to get an overview over existing potentials and constraints in terms of energy-efficiency in the construction and building sector;
  2. Establish energy-efficiency standards for buildings, and prepare grounds for the future adoption of an binding energy code by the Palestinian Authority;
  3. Enhance public awareness and sensitivity in the private sector, and propose market intervention measures (both supply and demand side), as to achieve wide public adoption of cost-effective energy-saving approaches, and to open new horizons for investment;
  4. Establish pilot projects and an energy testing center to demonstrate energy-saving equipment and means in practice;
  5. Build the capacity of involved experts and/or institutions by means of workshops and seminars,
  6. Facilitate the international transfer of expertise, experience, and technology;
  7. Maintain a database, website, and relevant references collection, as to collect and disseminate knowledge, and to act as a platform for expertise in this sector;
  8. Work together with various stakeholders like ministries, agencies, academic and research institutions, as well as non-governmental organizations in the establishment of an action plan for the application of particular measures;

Who are the beneficiaries and how are they involved?

The direct beneficiaries of this project are the Palestinian Population, as well as the local and regional market. The project will facilitate a shift in technology and facilitate investments and potential benefits in the area of energy-efficient, hence aso cost-efficient technology and approaches.

The Project will establish a voluntary working group of experts and representatives of interest groups in the energy efficiency and construction sector, such as civil and mechanical engineers, architects, and constructors.

Why is there an Energy Code?

The energy code ensures that the buildings in Palestinian Territories are constructed at the least cost to the state economy. Code requirements, both residential and commercial, are based upon least-cost building strategies. Energy savings generally compensate for the extra costs required by the energy code within a few years of construction. During the useful life of an average building, its energy costs just about equal its original purchase cost.


How does the code affect costs?

The code was designed to provide the lowest housing and energy costs over the life of home mortgages. Each conservation measure in the code pays for itself through lower energy bills. While energy saving measures add to the initial cost of a home, it actually costs less to live in an energy efficient home. The new code should cut heating bills up to 40%. The reduced heating bills should save thousands of dollars over the life of the home. At first, lower monthly heating bills offset higher mortgage payments. Over time, as energy costs rise, net monthly utility and mortgage payments remain low. Lenders can offer larger loans for energy-efficient homes because of these lower utility costs.


Can I get all the needed materials in Palestinian Territories?

Yes, all products required by the code are readily available.


Can I reduce insulation requirements by reducing window area?

The performance calculation is the only method that allows a trade-off. You can only use this method when the window area is less than 13 percent of the heated floor area. The trade-off only applies to single-family dwellings.


Can I reduce insulation requirements by air-tightening my home?

No, the air sealing requirements have not changed. No insulation trade-offs for air sealing exist.
