The project of “Capacity Building for the Adoption and Application of Energy Codes for Buildings” is a Global Environment Facility (GEF) funded project, executed by the United Nations Development Program / Program of Assistance of the Palestinian People (UNDP/PAPP) and the Ministry of Local Government (MLG).

The ECB project is part of a regional project involving both the republic of Lebanon and the Palestinian Authority, starting in 01/2002 with duration of 2 years. It will contribute to a measurable reduction in energy consumption in the building sector locally and will bring global benefits by reducing emissions of CO₂ and other greenhouse gases into the atmosphere.
