The laboratory will be accessible to all parties intreseted in energy efficiency and the construction sector such as structural , electrical , architectural , civil and mechanical engineers, in addition to constructors, Palestinian universities , related local research centers, and ministries.

A study was carried out to obtain the necessary information for the establishment of the energy testing laboratory. The Study's main objectives were as follows:

• Specifying the best location for the laboratory.
• Procuring the needed equipments for testing thermal properties and behavior of the local construction materials
• Determining the needed experiments for the construction materials
• Conduct researches and studies in the area of energy saving construction materials to improve the manufacturing of different construction materials.
• Increase the market share of high quality construction materials.
• Technical assistance to designers, investors, producers and importers of building materials, contractors, owners and administrators of building in the field of quality assurance, safety and ecological interest

Location :

The laboratory will be established in Palestinian Standard Institute (PSI) for several reasons:

• The PSI is a non profit organization consisting of researchers and relevant parties.
• The PSI have contacts with all laboratories located in the Palestinians Territories, due to the fact that it is in charge of issuing the certificates of the accreditation for those laboratories.
• The PSI is responsible for the construction materials’ standards and specifications in the Palestinians Territories ( like size, strength, composition,…etc)
• It is also a counterpart in the project and a member of the " ECB" Steering Committee
